The most important topic is to make sure, your Workflow Designer folder is writable.

You can check this, by open the following URL in your CRM:

<CRMURL>/index.php?module=Workflow2&view=Check&parent=Settings

When you see any red lines, then you should check file permissions a second time. Because then Webserver cannot access this file for write access.
